Why? Have you heard someone say they're cancelling the OWL for Dark Arts? Because the teacher's changing, maybe. Only, they didn't cancel the Creatures OWL when Brutka took it over or when G-P took it from him. Or the Transfig exam when Brutka took over from Carrow.
